1. Cock size is a result of the genetic lottery. That's all. Don't worry about it any more than you should worry about the color of your hair or eyes.
2. Shaft hair is common on cut males. Circumcision removes some of the skin that is supposed to move during an erection. If it's not there, you will pull up scrotal hair during erection, and as you mature, it will form part of the shaft.
If it in uncomfortable to you our your partner, you may want to shave or pluck refularly. There is some indication that the stretching methods used in foreskin restoration may increase available skin on the shaft so that the areas with hair move back toward your body and off the shaft.
