If this is true, it is not your frenulum. That begins at the base of the bottom side of your penis' head. It sounds like you may have a skin bridge. This can happen when the foresekin is retracted too early and part of it fuses with part of the penis.
I would recommend you consult with a urologist. Don't buy into a circumcision, but simply mention that you think you have a lesion that needs to be severed. If you do have a skin bridge, all the creams and salves in the world won't sever it.
