In the US, any Urologist has circumcsion skills. Some better than others. You can look in the yellow pages under Physicians / Urologists.

Call the doctors office and inquire about an adult circumcision.
Ask if the doctor will perform the circ in his office. (This can greatly reduce the cost.)
And ask about the price. (Be aware the price can be signigicant.)

Most doctors require a pre-examine prior to the actual circ date. During the pre-exam talk with the doctor. Get a feeling for how comfortable you are with him. Find out if he will do the style of circ you desire. (How much of the inner-foreskin you wish to retain and how tight you want the result.) If he does it only one way, then find another doctor. It's your penis and it should end up like you want it. Ask the doctor how many adult circs he does a year.
The more circs the better skilled he should be.
