I think it's possible to get it online. Have a look for online pharmacies. Depending on what country you are in, you may need to buy from abroad.

If you don't want to get circumcised - then don't! You could try stretching, which is successful in some cases. However, you will greatly increase your chances of success doing stretching along with the steroid cream. Also, there are several alternative surgeries to circumcision that can eleviate a problem.
