No, there's no limit - like the African tribes of yore that stretched lips with plates, the body will respond to the forces on it. You aren't far from total comfortable mobility, and it would probably come naturally but you can encourage things deliberately as well. By the way, when I was a kid, my glans was awesomely tender too - it's supposed to be that way. You just had an idiot doctor that did not know what a healthy penis for that age child should be like - occasional cool water swished under the skin would have provided cleaning and acculturation much more pleasantly. Too many of the doctors in America don't have much notion of a healthy penis as God made it.
