The frenum is tearing ... PLEASE HELP URGENT!!

Hello anyone out there, please help me. I am writing on behalf of my boyfriend. This past month his frenum (A thin strip of flesh on the underside of the penis that connects the shaft to the head) has been tearing and during intercourse there is exessive bleeding. Is this normal? What can he do? PLEASE PLEASE HELP. Thanks
