I had the same problem as you did, tight skin that was unable to retract when erect but able to when flaccid. I also have a shorter frenulum but I don't think that's much of a problem when you have sex, it won't cause any pain. The skin just won't be able to be pull backed all the way and will rest behind the glans, which appears pretty normal to me. I think some guys will just have short frenulums and others will have more elastic ones.
As to the stretching, you will have to be persistent. I never used the cream or any medication. I just stretched the skin for about a week or two. If you have a phimotic ring, try stretching only the area around the ring. Otherwise you would just be stretching skin that's already elastic enough. Around the second to third week, the skin began to heal from the pain (no bleeding, just a little pain from reshaped skin) and it started becoming more elastic. You have to stretch maybe 2 minutes every day in the shower or before you pee. You should feel a little pain, but if you use the cream I guess it might not be as bad.
This is just my opinion, but I think masturbation during the weeks of stretching might help. It forces your healing skin to have to adapt to a new shape, the shape of your glans essentially. When it heals, it will be elastic enough to fit over the glans and rest behind it without pain. You could try having sex, but that might still be a little difficult.
