It could be either of those. I am sure that some of the growth of the length of the foreskin is caused by demands placed on it as a youth plays with it and erections pull on it. No demands = no stimulus to grow. And so unnecessary - all an intact penis needs to be kept clean is a regular rinse with clean water. Soap and other chemicals are hard on a healthy penis - like putting the same stuff under your eyelids.
You can get the foreskin to grow out by putting regular outward tugging on it. This can be done by hand or yopu can use the methods used by restorers to make their little remaining foreskin grow. They'll be rather jealous of you having the frenar band and all your nerves intact, but in a healthy way. The reason to do this is because it is cleaner and because you will lose the extra layers of skin which cover the glans to protect it when it is regularly abraded (that's what happens to any part of the body when it regularly gets rubbed). Also the foreskin is the most sensitive part of the penis to stroking, so you will gain all that extra sensation. Good luck.
