foreskin is attached to penis

Hi, I'm an uncircumcised 17 year old boy and I just recently found out that the foreskin is supposed to retract past the head. I had no idea. I'm not able to. If I try, it will start to hurt. I can get it maybe 1/3 down the head. If I pull it back as far as I can, I can tell that the penis is attached to the foreskin by I think what is called the frenum. I read that it is supposed to detach after a boy is about 2. How do I retract it??? I'm not sexually active yet. I can masturbate just fine, but I just slide the skin up and down the penis, I don't slide my hand up and down. Also I think the foreskin may be too tight to retract but maybe that can be fixed by stretching once I get past the frenum problem. Please reply soon!
