You're just fine. The frenum is not supposed to detach. It's the rest of the foreskin, which is bonded to the glans at birth, which detaches in the years to come. It can take until well into puberty.
You seem to be a little tight. It is possible that your frenum is not as long as you will eventually want. But you are doing just the right thing to take care of both - masturbating using the foreskin as a sleeve. There is no need for an intact boy to grasp with a fist and use palm friction. The foreskin gives excellent sensations both on its own and to the glans. And, as you masturbate that way, you are giving both the foreskin and the frenulum the workout they need to achieve full mobility.Relax and enjoy - you're coming along just fine.
