Better said that tight circumcision leaves little skin movement on the shaft of the penis. And a loose circ allows more movement of the skin on the shaft.
The skin removed can occure any where along the length of the original skin. However, in your case in must include the phimotic ring at the tip of your penis. You may retain as much or as little of the inner foreskin as you wish and still have a tight or loose circumcision. Some of us circumcised as adults chose to retain as much of inner foreskin as possible.
