If you had a change in any other part of your body would your first response be to lop it off? Or would you find out what the problem is? Of course, you don't just start cutting. You haven't told us enough to even give you any real guidance, and the discoloration and tightening are things that should be diagnosed by a qualified doctor anyway = the best would probably be a dermatologist, but another good bet would be a reasonably priced osteopath. Osteopaths are fully qualified doctors, but their orientation is much less toward drastic interventions. That means h'll help you cure it. And many DOs believe in the 'service to people' ideals of the profession and have very reasonable fees and will allow you to pay over time.(Not all, and don't get in a huff if you call one that doesn't - just try again).
One possibility is that you have a yeast infection. This is often enabled by the use of soap - your glans and foreskin need only a rinse with clean water for hygiene. To get the yeast under control, use the same stuff the girls do - lotrimin ointment or an equivalent. It's made for the same sorts of structures - the mucus membranes of the genitals, so it's safe enough for OTC. Understand I am in no way diagnoing your condition, you really should have a doctor for that - but yeast can do what you describe and it is easily treatable, so it's worth a shot if things are otherwise not dire.
And keep the knives away from the genitals - you don't need to pare it down.
