Thanks for responding.
Frankly, I am not to crazy about doing the cicuncision. Actually I don't like the idea at all. I never needed surgery for anything and I would like to avoid it.

Let me try to give you more information. The skin started to get tighter progressively. It wasn't something that happened overnight, it started to get tighter every week. But right now it is not progressing anymore. I still can move the skin, it's not "glued" to the gland but there is like a hard ring at the top and it is too tight fot the gland to pass through it. Also, the skin that attaches the foreskin to the gland seem to be swollen and reddish. I mean, right now I can't even see it anymore but that's what it looked like the last time I saw it.
Also, at first there was some marks that looked like scratches in the gland. This same friend who told me about the circucision told me it probably was an yeast infection and he suggested I use Hydrocortisone cream, which I did and the marks did disappear but the skin is still thick and hard around the gland and that's why I can't pull it back. Keep in mind the it took me one year to even talk about this to anyone because I was embarrassed to talk about it. So maybe the skin was scarred beyond repair?? I don't know.
As far as the discoloration, I have a tanned skin (latin type - italian) so the skin on my penis is brown and now there is a pinkish ring at the tip of the foreskin.
I also should mention I have genital herpes, but it is very mild, I only had 2 serious outbreaks in 13 years, but one of them was just about the same time the skin started to get tighter.
I know I am WAY overdue for a complete check up but right now I have to wait unitl I get a job (hopefully soon) probably 3 more months after that. There are some clinicsa there will work a payment plan, but I would have to have at least some stable income to be approved, so I'm in a tight spot (no put intended) right now.

Ok, I tried to give you as much information as I can, and I am not really expecting a diagnosis online because I know this is not possible but I just wanted to discuss this with some knowledgeable people like yourself.

Thanks
Jim
