Not sure if i have phimosis.. help..

Hi..I've been reading most of the posts in this forum today(found the site today) and i'm not sure if i've got it. When flacid i can pull my foreskin back behind the head but when erect its very tight and if i do get it behind it'll stay there as it won't have enough slack to move around.. And a bit embarrassed but like..i sorta have a small penis..below avg :( Could this be a reason why the foreskin didn't stretch or could this be a reason why I'm small? Thanks for your replies..
