I suffered from the same problems and eventually (after lots of self-diagnosis / half baked measures to fix the problem) I went to see a doctor. Because of the problem of frenulum-breve (short frenulum) combined with the phimosis he recommended a circucision. I was a bit nervous but decided to go ahead with it. It was the right decision for me and I don't regret it for an instant. Perhaps you should talk to your doctor also.
