First off, it can't be your frenulum because it is attached to the shaft inside the foreskin - as you move the foreskin down to the ridge of the glans you are moving toward the frenulum's attention not away. This immediate grasping of a term you have heard without any serious consideration or competent diagnosis concerns me. Think through everything carefully.
You clearly need foreskin growth, which is accomplished through stretching exercises. Frenulum growth may be needed as well (though you cannot know until you can pull the foreskin down the shaft). The same exercise helps both. Grab the foreskin at opposite edges and pull it apart and away from the body like you were holding up a Halloween sack for goodies. Make it taut, but not painful. Hold it there for a good while (1-5 minutes at a time). Do it as often as you can, consistent with a sane life. The stresses will cause the foreskin and frenulum to grow. They already grew a lot when you developed an adult-sized penis, you just have to induce them to grow to accommodate an erect adult-sized penis. They grew before, they can do it again - it is just the healing process made to work to your advantage.
As for cleaning, all the genitals need is a thorough rinse with clean water. If you can get water out - which you do when you pee - you can get water in. Do your stretches in the tub or shower, making sure you let clean water flow under the foreskin. Do this a few times if need be. Soap, antibacterials and perfumes can all cause significant problems on the darker parts of the genitals, so they should be kept off those areas.
The steroid AJ mentioned is betamethasone. It has been documented to get the skin growth job done on its own in the large majority of cases, but I would still recommend a regular active stretching program as described, just to make sure and to be quicker.
Good luck - and don't let anyone bring a knife toward your penis. Remember the foreskin is an integral functioning part of a complete penis. It's not just a wrapper or a protector, just as your lips are a part of your mouth rather than just a protector.
