Your foreskin retracts enough to do so with just the water stream from the shower. In more extreme cases a bulb syringe can help you squirt water underneath - if you can pee, then you can get water into the foreskin. If you can't pee, it's not the foreskin and you'd better get to an ER.
Nothing will 'weld' itself to the glans, unless you create open wounds via circumcision - these often lead to adhesions which require further cutting of the penis.
