Permanent Foreskin Retraction

Hi. I have tried using the taping method described at http://www.circlist.com/preferences/feelcut.html to keep my foreskin retracted permanently. However, there is such a large difference in the size of my penis between flacid and erect states that even with the foreskin taped back, it still covers 80% or more of my glans when flacid. I would estimate that I lose approximately 4 inches in the length of my penis when I go from erect to flacid.
Does anyone have any suggestions that may help me keep my foreskin retracted?
