If you are young, and/or if your foreskin is very long and continues to cover head during erection, then your glans has never had the chance to fully mature and is still too sensitive.
You need to manually retract your foreskin as often as possible to let your glans' surface mature and become robust enough for pleasurable stimulation. as soon as you become erect, you should retract your skin and way for your glans to dry up before starting to play with it. You'll find that once dry, it will be less painful to touch and over time, you will notice that the plain will have transformed itself into real pleasure.
