Actually, a foreskin usually starts off fused to the glans at birth and gradually separates.

The quickest way is to go to a urologist and ask him to break the adhesion. Your foreskin and glans will be a tad raw while it heals, and you'll want to put vaseline on teh site to prevent them from fusing again, but once all is healed, it will be separate.

The other way to do this is to gradually try to break the adhesion. This requires the adhesion is allowed to dry and that you apply gentle tracktion on it. This may or may not work and if it does work, it will take time.
