I have the same problem, though not nearly as extreme as yours. My foreskin is tighter than I'd like it to be, to the point where sex (especially oral) can be frustratingly painful. But mine can retract over the glans with some applied pressure. I'd recommend stretching for sure.
I've been sexually active for 6 years and over that time mine has stretched CONSIDERABLY.
Circumsision at this point in your life will make it very hard for you to reach orgasm now that you've become accustomed to how many nerve endings you have. (the foreskin contains most of the penis' nerve endings).
So, stretch away, use lots of lube, and you'll get there!
