I have had sex with phimosis similar to yours for a while - i.e. I can't retract the foreskin at all when erect or flaccid - and sex can still be good like this, though it is not ideal. In my experience, it is hard to truly relax because of a fear that a sudden movement or downward stroke will pull the foreskin down and it will hurt. I have not found sex painful, just a bit uncomfortable sometimes (oral sex is especially difficult). If you use lubricant it will help greatly (it is usually only the initial penetration that can be difficult or uncomfortable) and using a condom is a big help. This is because it kind of holds the foreskin in place so it can't move much up or down. Some people might say that this produces a loss of sensation but with my phimosis, I have always preferred to have sex with a condom just because it makes me feel more relaxed.
