Thought of something in regard to why the "feel cut" taping doesn't do the best job of training a foreskin to stay retracted.
There's a joke that asks "what comes out of a penis when it gets stiff?"-- answer: wrinkles!
If you tape tightly you will slow the process of the formation of folds (wrinles) in the skin when it is behind the glans, perhaps more so by the specific method of taping in "feel cut". To that extent the placement and re-placement of the skin to the retracted position has high merit. Also just placing "o" rings, tape, wraps etc. over the buched behind the glans foreskin can have better success than something that smooths out too much.
Be assured that it can take some time for the foreskin to adapt, but it can be rewarding.
