I've made some progress, but there appears to be some sort to tiny adhesion between the glans and the foreskin a bit under the meatus. Can you provide an opinion on whether stretching the foreskin is safe under these conditions or could this cause problems?

If this is directly on the underside of the penis (in line with the meatus if you have a normal, vertical one), then it seems to be your frenulum. It is not an adhesion but a biological device to pull your foreskin back into place after erection and/or retraction. If I'm right, it's safe to continue stretching. As with the rest, taut but not painful; don't tear anything. You will find that it can be quite deliciously sensitive, and indeed many circumcised guys report that this is the most sensitive part on their penises, as a substantial amount of the frenulum is left after most circs. As you get to better retraction, you'll be able to explore the sensations of that little 'sweet spot.'
