Yes, that's exactly where it is. However, I thought the frenulum did not start until under the glans (near the shaft)? This seems to be adhered to the glans slightly under the urinary slit. I don't see how it will be possible to retract the foreskin under the glans without ripping the frenulum. Am I missing something?

It is not an adhesion but a biological device to pull your foreskin back into place after erection and/or retraction. If I'm right, it's safe to continue stretching. As with the rest, taut but not painful; don't tear anything. You will find that it can be quite deliciously sensitive, and indeed many circumcised guys report that this is the most sensitive part on their penises, as a substantial amount of the frenulum is left after most circs. As you get to better retraction, you'll be able to explore the sensations of that little 'sweet spot.'
