Depending what country you are in and what your reasons are, you may want to start with your doctor and get him to refer you to a specialist.

Depends what country you are in. In the UK the cost of the procedure can vary anywhere from £250 upwards. If you have a general anesthetic and an overnight stay in hospital, then the costs will get very high, very fast (around £1500).

It's sometimes comfortable and sometimes uncomfortable. In my experience it was painful during night time erections when the stitches pulled.

At 20 you don't need your parents permission, so in that sense it is discreet. However, you will need a week or so to recover from surgery - so if you live it with your parents then it could be tricky if you didn't want them to know.
