Foreskin does not go back.

My forskin does not go back and uncover the Glan in both errected and unerrected condition. It just go back very little in unerrected stage. Infact i never tried hard to push it back.I used to think it is normal that foreskin is just connected with glan and it will break when I will do sex first time.Recently only i came to know that it should go back to uncover the glan in errected condition. I have never done masturbation by moving the foreskin to and fro, but I always did my rubbing the glan. Is there any other solution than circumcision, bcoz i am afraid for that. am slightly afraid, if circumcision is the only solution.Kindly suggest me what should I do. Thanks a lot.
