It's probably best to explain it using the picture here: http://www.cirp.org/pages/anat/erect.gif In the middle picture the outer foreskin can be pulled back but the inner foreskin is what's tight and holding back the rest of the skin. I did try your technique but thought it was inadequate for my problem as surely I'm only stretching the outer foreskin that way?

The solution I can up with was to pull the foreskin forward as a whole to gain some extra skin (like the restorers do), thus creating extra flexible skin for you to slip a finger/s inside as the tight curcular band will now be deeper in your forskin.
