Anyway to get to your problem. I think is sounds like you have an adhesion of the inner foreskin to the glans. This is the way we are all born and for those of us who were not circumcised, the adhesions gradually break as we grow. In some cases this does not happen and you get to adulthood with this inability to pull the inner foreskin off the glans. As you have no problem with the outer foreskin this is what it sounds like to me.
I doudt that stretching will be the answer to your problem. Have you seen a doctor about this? Perhaps you should consiser that as he/she will be able to tell you what's what and suggest a proper solution.
Sorry not to be more helpful, but a trip to the doctor is a good idea.
