Dear Scott,
I gather from your e-mail that you are the same person I was trying to help on another board? Paul B might be able to help you here or at Fathermag. These adhesions can be a remnant that hasn't separated from when the penis formed as on organ in the womb. The natural adhesions usually break down quite early in life, usually before you start school. Sometimes they persist though and these can usually be separated along the fault line. Or, as Chimp suggests, it could be that somebody tried to retract your foreskin too early and caused damage that formed tis adhesion. You could go to Nocirc and get a referal to a foreskin-friendly doctor. Paul B, who is (I believe) an Australian doctor, said that no scalpels should be used in this sort of case. The doctor can just anaesthetise the paenis and then use force or a blunt probe to separate the adhesion.
Cheers,
Geoff
