I had a partial circ a few years back. Basically it means just removing less foreskin than would be removed on a full circ. To resolve my problem I only had a small amount removed so that the head of my penis is usually covered about one third to half way, when flaccid. The foreskin retacts over the head during erection and can be pulled up and down. You would not get that movement with a full circumcision. Nor, generally, would you get any coverage when you are not erect.
