It sounds like your pronlem is that you are using soap. The area under the foreskin is supposed to have a population of 'friendly' bacteria that keeps unpleasant microbes - which are usually not bacteria and therefore not affected by antibacterial chemicals - under control. Washing under the foreskin should only be done with plenty of clear water. I have heard that the way to reestablish a healthy population is to use a very small smear of plain yogurt with active cultures. A single application right after a rinse should do it. Better to give that a try for a while before doing something irreversible.
