post op circumcision

I am 35 yrs old and was circumcised due to phimosis 3 wks ago today. To date I still have been unable to put on underwear as the cut and the head are still far too sensitive. Whilst the swelling has gone down to an extent, its still swollen on the underneath. I was hoping to at least be in pants by no lol and its driving me crazy. Is this normal after 3 weeks? Can anyone give me some peace of mind here or advice. Thanks.
