Tight foreskin

Hi,

I'm 20, and my foreskin has never gone back over my penis head...

My exposed penis head (under the foreskin) is only visible 1" max in diameter when erect.

I have a small, tight piece of skin on the top of the underside of my penis, connecting the foreskin to it. This appears to be stopping the foreskin from being able to retract properly.

What can I do about this problem?
