Yes, increased, prolonged, and even permanent exposure from full retraction will get rid of the hypersensitivity, as well as smegma and other problems. And paraphimosis need not always be a bad thing. In your case, it may be that the penis head is extra large, instead of the foreskin too small, so it wants to keep the skin retracted. As long as there is no undue tightness, discomfort, swelling or restriction of blood circulation while retracted, I would give extended foreskin retraction a try, and you may find it preferable, as I and many others have.
