Joshua - please consult a Urologist to check the extent of your condition.
The general advice on the net seems to support a 20 minute out-patient operation
done under local anaesthetic in the doctors surgery called frenuloplasty - it will take about 4 weeks to recover - for frenulum breve which is a tearing of the tight skin which is quite normal as in your case. I am about to have this operation myself - the stretching didnt work (33 years worth) - and I have just
torn it twice in the last month.
