Well there are plenty of guys who report having entirely satisfying sex lives, including intercourse and fathering children, without ever being able to retract. It doesn't seem that this is optimal, and most guys' foreskins loosen up with use, but for some, that works fine.

There is lots of information about stretching exercises to make the foreskin grow wider. Essentially it involves pulling it the direction you want it to grow and holding it taut - not painful - for several minutes several times a day.

I am surprised that you have not been masturbating anyway. Do you have the impression that masturbation requires direct glans rubbing? Personally I could not bear such abrasion - even with lube. A light tickling perhaps, but not what you would call rubbing. Rather than that, nearly all intact men masturbate by grasping the foreskin it self and moving it around and about the glans, with special emphasis on the frenulum area. For intact men, masturbation is very rarely the hard desparate pounding action so typical of those circumcised at birth. The bonus to using the foreskin as a sleeve (almost like a portable vagina-substitute in fact) is that as you do it, the foreskin is stimulated to grow so that you will have and maintain full mobility.

Of course, since you are concerned, you should go ahead with the exercises, but maintenance really just consists of retracting to pee and wash (a rinse with clean water, no soap) and doing the things that feel good. In addition to stretching exercises, try finding out what feels good for you, rather than thinking you have to do things the way that someone else does. They aren't playing with the same equipment.
