I must disagree vehemently here. Yes, people survive with a "locked "foreskin, as people survive without sight, missing a leg etc.

The foreskin is meant to retract during erection. A non retractible foreksin will have a lot of gunk under it. Yor girlfirend would be wise never to give you a blow job and insist you always wear a condom to protect her from that gunk.

(and no, smegma is not a natural lubricant, it is decaying dead cells in what is essentially sweat generated by the glands in innder foreskin and near the frenulum.) Pre-cum may be seen as lubricant, but it is meant as a neutraliser for the urethra so that sperm isn't killed by any remaining urine. Secretion fo pre-cum is not affected by condition of glans.

Having a retractible foreskin allows full enjoyment of your toy. Also allows you and your mate to ensure it is all clean before proceeding with intimate contact.

If the stretching you have done so far as not yielded much, you have 3 options left:

-stretch with the steroid. If a doctor doesn't mention, you ask him about
betamethazone. From a pinhole to fully functioning foreskin, this may either require lots of time (months) or may not work.

-partial circumcision. Only the tight portion of the foreskin is removed. So when soft, your head is still mostly covered with only the tip showing, and skin retracts automatically during erection.

-full circumcision. (traditional way to solve this).

Circumcision takes about a month before you can have sex. Stretching takes months in you case (pinhole phimosis) but you can still have sex during that time, assuming your gf wants to with your condition.
