Are you saying that BXO has been diagnosed by a competent physician? I should think that if so you would need to get that fixed before stretching could be effective, since one of the common effects of BXO is foreskin tightening.
If on the other hand, you have a tight ring at the end of your foreskin and you are just calling it BXO because you have heard those words applied together, then AJ is right and with time and diligance, you should have results. It can be assisted by betamethasone, a steroid ointment which can be applied in very thin smears: since this is prescribed by a doctor (in the USA anyway), you can at the same time rule out BXO or any infections at the same time. I would recommenda GP or a dermatologist, as this is a skin problem, rather than a plumbing problem (for which you would see a urologist - they are treined primarily in a surgical response to conditions).
