You need to identify the reason why you cannot retract your foreskin before you can resolve the problem. If the problem is with the frenulum (that tight bit of skin under the head - like you have under your tongue), then stretching the foreskin will not do you any good. If the problem is with the foreskin then you could try stretching or explore surgical options to resolve the problem.
The reason your head is hyper sensitive and painful would most likely be because it has not been exposed or touched directly due to the fact your foreskin doesn't retract normally. This discomfort will diminish, with time, when the problem is resolved.
