>Some people do this thing called "skinning back". This is where they leave their foreskin in a retracted state all the time. This would not be an option for you, however, if you are unable to retract the foreskin when erect or it is uncomfortable when flaccid and retracted.
>The head will be painful to touch if it has not been exposed or handled directly. If your foreskin is generally non-retractable, then this would probably be such a instance. Fret not, though. The more it is exposed/used the less hyper sensitive it is.

Another problem I have is that my foreskin hangs over the edge by at the very least half an inch. Is this a health risk and does this affect the way i deal with my tight foreskin?
