Adhesion???

With stretching, the phimosis has gotten a little better, but now, there seems to be something else stopping the froekin from retracting further. The foreskin seems to "stick" to the head and when i stretch it, it sort of pulls the "skin" of the head with it.
I've heard that this may be adhesion causing it to stick?
If so, is there a way to eliminate this problem?
