It is unclear whether you are describing an adhesion or the frenulum. You are supposed to have a connection of the foreskin to just under the meatus (peehole) by a piece of spin that looks like you have a cord stretched there covered with foreskin); that;s the frenulum. If you grasp the shaft skin and pull down, it should not prevent the foreksin from exposing the glans. As you do this, you will see the darker pink inner foreskin as it turns outward. If you cannot do this, then the frenulum can be made to grow by very similar stretching exercises to what you are already doing. Just make sure that while you are pulling the foreskin to each side, you also pull away from the body, so that the frenulum 'gets the message' that it has need to grow as well.

If, instead the foreskin is actually adhering to the glans itself, then the adhesions that most boys are born with have not yet dissolved. For most it happens in the preteen years, often by 4-5 but for a few it takes much longer. You can wiggle at it, sort of like picking at a scar, but don't try to force too much at a time, or you will create a would which could allow the surfaces to heal together and require surgery to correct (outpatient, but still, no fun!) This is a very common complication of circumcision. One of the easiest ways to gently ease adhesion apart is ballooning: hold your foreskin closed and pee, so that your foreskin fills up like water balloon. Urine is quite clean and an excellent antiseptic, so it will encourage the healthy dislodging and proper healing of any nicks you might get. By the way, when you let go, it will be messy, so it's best to be naked in the shower or at least seated on the toilet when you do this.
