Of course it can! But with or without- the amount of time the glans can get exposed to air will have to increase to get rid of hypersensitivity. You can lose that excessive pain producing sensitivity without diminishing sexual pleasure. The sensitivity that gives you sensuous enjoyment is that which develops with sexual arousal- not that painful to the touch bit!

In addittion to adding more air time some have suggested that the Tannin from tea bags can be useful. If you can train your foreskin to remain retracted this would moderate the problem. Many, myself included have done this. Some use mechanical restraints such as taping, placing "0" rings on the skin when rolled back, wrapping with string. or placement of foam blocke or "hair scrunchies" to keep the skin back until it becomes a natural position. If any swelling occurs of the foreskin bring it forward and if necessary work the blood out of the glans to do so.

If you do indeed have pain potential now though, I'm sure you may have to use padding or restraint to reduce bumping causing pain. In time the problem will decline with air exposure.

I would guess that with partial circs the amount of coverage when flaccid could vary from virtually none (a cateegory I could fit into) to near complete coverage when flaccid. I would imagine you could have trouble getting a Dr. to do these because (like a barber that only does one haircut)they are more likely to want to do their regular version of a circ. In the US that's usually high and tight. In other countries it could be a low scar hiding circ- or even in the Philpines might be the "cobra look" with skin removed only top front or slit.

I would suspect most Drs. might feel that only a complete circ is acceptable in appearance.

If you do go for the circ be aware that most of us that have been circed as adults are pleased with the result and view anti circ statements as hogwash.
One reason for this is that with the foreskin reduced there is better direct contact to the corona and sulcus areas enhancing pleasure. And it certainly makes for a cleaner penis.
