Usually it's done under a local because a general is a lot more work and hassle and isn't really neccessary. Also, with a local you can expect to be in and hout within about an hour. With a general it could be an overnight stay.

Night time erections are annoying while you have the stitches in and especially the first few nights. The only advice is to walk them off.
