There is a lot of misunderstanding about the frenulum.
A heathy frenulum does, in now, way, pull the foreskin back over the head. If it does, it means you have frenulum breve.
A healthy frenulum does facilitate the rolling of the skin back over the head by acting as a gentle ramp to scale the steep climb over the rim of head.
Proper selection of fitting underpants will help keep your foreskin over the head when soft, and with time, excess looseness in the opening will go away. You have to be patient.
