Hi there
Your symptoms sound identical to mine, white ring can retract when soft but difficult when hard, had for a few years before i did anything aswell. I have been to see doc who has told me the only way is a full circ, but after reading on here I asked him for steroid cream and try using the stretching technique, which I have been trying for a few months (doesn't seem to be doing much but has had little affect , slightly more elasticity so i'll keep trying for a little longer).
