I think you can use a steroid cream on the area, but I'm not sure.

I had the frenulum removed a few years ago. It's really quite a simple thing and I can't think of any specific things that will help. A circumcision would not be of benefit at all if the problem is just the frenulum, unless you have a crazily long foreskin or somesuch.
