tight band and pulling on underside....help...

hi folks,,im writing for my boyfriend...he is uncircsized, and has quite alot of extra fore skin....he has 2 problems and im not sure what they are...first he has a tight band in the middle of his penis, it is never white, just a tightening of skin, doesnt seem to have anything to do with his forskin...but can be painful...second on the underside of his penise where you see the V at the head,,the skin the runs down from this is just to short, causing pain when the skin is pulled back ...its almost like a tight string...are there names for these problems...can they be fixed...once when he was younger the string ripped and even though it was painfull at the time, later it seemed to take some stress off the tight string..both of these issuses are problems when friction is applied....help...
