This condition, is called frenulum breve. Your boyfriend's frenulum is short/tight, thus making it uncomfortable, or even painful. If streaching fails (which it usually does with the frenulum), a simple procedure called a frenuloplasty would release the frenulum ans solve the problem. no circ is needed, from what i understand, unless he also has tight forskin, and even then, tight foreskin can be streched. I would suggest going to see a urologist. (get an appointment with his GP)\hope this helps
